Al-Shahat Ghattwari, Head of the Customs Authority, decided to form 3 central committees to list all criminal, civil and administrative judgments issued in favor of the Customs Authority, so that it would follow all legal means and means and coordinate with the Ministry of Interior, especially Customs Investigations and the State Cases Authority. To implement these provisions and collect all debts due in favor of the Customs Authority, so that this committee meets every month; To review the results of its work, and any challenges it may face; In a way that contributes to raising the efficiency of the system of enforcing the state's right.

 

It also decided to form a central committee; To study and examine the issues subject to disagreement between the different customs or legal administrations, and to express the legal opinion that should be applied, which will be circulated in the three customs zones: «the northern and western region, the eastern region, and the central and southern regions»; To ensure the unification of principles and procedures in all customs outlets nationwide; In order to achieve justice and establish transparency.

 

The Head of the Customs Authority confirmed, in a press release, today, Friday, that a committee has been formed to handle the actual passage of all customs sites. To redistribute workers at customs sites according to actual needs, as it determines the places of deficit and increase in customs administrations, pointing out that a detailed study will be prepared on the volume of employment at the level of regions and sectors, and the number of workers in each department, their specializations and the volume of work assigned to them will be prepared; In a way that contributes to maximizing the use of human resources.

 

A statement by the Ministry of Finance stated that procedural and documentary transactions have been standardized in all customs outlets for import and export operations, explaining that the documents attached to the customs declaration submitted for the imported goods must include “the delivery order and the bill of lading” except for prior release, provided that it is delivered electronically, in addition to To the detailed commercial invoice that replaces the "disclosure of the package" if it includes the detailed package data for the incoming goods, and the proof of origin document when claiming customs exemption or preference or any other cases according to the list of rules implementing the provisions of the import and export law.

 

He pointed out that the documents attached to the customs declaration submitted for the exported goods must also include the detailed commercial invoice, which is indispensable for “disclosing the package” on the condition that it includes the detailed data of the package, the approval of the competent control authority for the goods subject to it, and the shipping permission, if available, and it is delivered. Electronically.

 

The statement affirmed the keenness of Dr. Mohamed Maait, Minister of Finance, to sustain the re-engineering of customs procedures to ensure their standardization in the various ports. In a manner that guarantees securing the unified customs declaration (SAD), unifying the supply side through the rules and appendices of the customs clauses, and unifying the rules for determining the value for the collection of customs taxes and fees; Including contributing to laying the foundations of tax and customs justice.

 

He explained that the presence of the permanent joint committees in the inspection and inspection yards and the inspection and inspection yards at each customs port guarantees the establishment of a clear mechanism, and a specific timetable for opening containers, or parcels that include imported or intended to be exported goods, only once for all control authorities, for the purposes of customs inspection thereof, And taking samples if necessary, pointing out that the permanent joint committee includes one or more representatives of the Customs Authority, the General Organization for Export and Import Control, the National Food Safety Authority, and the rest of the other bodies concerned with inspecting and examining imported or exported goods and controlling them in accordance with the established laws and rules.
